A DAMA is a two-tier framework covering a defined regional area. The first tier is an overarching five-year deed of agreement (head agreement) with the region’s representative.

The second tier comprises individual labour agreements with employers under the settings of the head agreement for that region. The Orana DAMA is a five year labour agreement between the Federal Government and Regional Development Australia Orana. The Orana DAMA has been negotiated to provide employers a specific tool to sponsor skilled overseas workers in specified industries in our region that are currently experiencing critical skill and labour shortages. In the table above, occupations listed as only available for the 4are included on the ROL, with the Commonwealth Government precluding them from the 1visa. The Goldfields DAMA includes occupations and covers the areas of Kalgoorlie-Boulder, Coolgardie (Kambalda), Leonora and Menzies in Western Australia. Under the Northern Territory Agreement there are 1occupations available, some of which are not included on the occupation list for the Temporary Skilled Shortage visa. A DAMA allows employers in the region to sponsor overseas workers in a broader range of occupations than are available through the standard skilled migration program. Once a DAMA is in place, local employers that have been assessed and endorsed by the DAR can apply to enter into individual labour agreements under the conditions of the DAMA.
